No, no it didn't. In fact the Pope at the time was pretty much a tool of the facists. I can't say I blame him much since the Italians and later the Germans controlled Rome but he most certainly did agree to support Mussolini in exchange for allowing the Pope to once again have sovereinty over Vatican City.

This law is clearly a violation of the constitutionally mandated seperation of church and state. It is an example of the government placing restraints upon some very basic tenents of religious practice. Furthermore, if they're placing such a burden on churches when will they place the same burden on individuals? Will it become a crime to NOT turn in an illegal immigrant? Could I be arrested for giving a Hispanic homeless person a dollar bill on a street corner? Why is this burden being placed on churches but not employers? AFAIK the US government has not placed a similar burden on employers.


I'm wondering whether or not ANY religion is complying with this law. My guess is probably not.

Employers have money with which to bribe Congressmen. Thus employers never get worse then a slap on the hand; a slap which amounts to a tiny fraction of the increased profits they make from hiring illegal labor.

The system doesn't work. The vested interests will prevent any real enforcement, the lower classes (and middle class to some extent) will keep demanding enforcement because they fear the extra competition and lower wages it brings, while the politicians will keep doing silly things like this to make it look like they're doing something while totally failing to deal with the real issue (hint: illegal immigrants come for jobs not church handouts). Since we can't or won't enforce these rules we should just sign agreements with Mexico and Canada allowing the free movement of labor. That would at least legalize everything and prevent the current contempt for the law which all parties are showing, stop the three ring circus the politicians are running, and prevent immigrants from being unfairly exploited.
