We have legal brothels here in Nevada, where the girls can leave if they wish, are checked for STDs constantly and safe sex practices are strictly enforced on worker and client, abuse of the girls is prosecuted the the fullest extent of the law, and yet we still have illegal prostitution on our streets.
So no, legalization isn't a cure-all in-and-of-itself. Some women and men either can't be or refuse to be arsed to bother with any kind of legal regulation of the world's oldest trade.

And brothels are illegal in Reno and 4 other counties, so they have to walk the street or advertise anyways.
