    Well, people have been giving you reasons to wait. I think Vista is coming out next fall, so that's a bit of a wait.

      You can get a pretty nice computer for 1700 dollars. I have a gateway and I have had it for a couple of years now with no problems. Now a days allmost all the computer makers offer LCD monitors with their computers now. I dont know if you every gone to Costco Wholesale, but they have great computer for sale and a six month return policy for all their computers. Right now they have Sony, Gateway and HP desktops, at least the one near where I am at.

            If you want a machine that will be current for at least two and a half years , I'd recommend you get what I got ( except for the processor - get a dual-core instead of the single core one I got ) :

            ASUS A8N SLI Deluxe mobo
            2 GB RAM
            200 GB SATA disk ( I'd recommend you go for something bigger )
            NVIDIA GeForce 6600
            AMD Athlon 4800 + dual core ( or an Athlon FX , if you really need it )
            A flatscreen CRT ( minimum 17 inches )
            Set of Creative speakers
            A nice mechanical keyboard with clicky keys
            A Microsoft mouse ( or a Logitech laser mouse if you want very high sensitivity )
            A DVD-RW drive



            The whole thing should put you back by about 1200.00 $ ( assuming that a conversion from Indian rupees to dollars is accurate ) .

                            Look, don't bother with Civ4. Galactic Civilizations 2 has much lower system requirements. So if you play that instead, you can *both* help your nation *and* this poor guy from Luxembourg.
