Absolutely. At Woodstock, they even attempted to protect revellers by announcing that bad acid was circulating. When was the last time authorities at a religious event announced that bad theology was circulating?
Stay away from the brown theology!

Meanwhile, in the hyper-Christian Philippines, at least 18 people have been killed in the last week or so in crowd-related accidents at religious festivals.
No wonder the Jews have been persecuted throughout history: they'e clearly the only monotheists who've managed to build a world religion while retaining their common sense.
Or at least we've managed to confine most of our religious "excess" to nitpicky stuff about what we eat, rather than to things involving giant crowds. And our mandatory pilgrimages ended centuries before there was air travel.

BTW, i read somewhere that the Shia clerics have said its ok to do the stoning in the morning, when its not so crowded, but the Sunni clerics have not. The clerics need to decide that Allah doesnt want muslims to die, or for Islam to be disrespected, and that therefore, given that the numbers in the hajj are massively bigger than when these customs arose, Allah wants the period for the stoning to be considerably extended. And if they CANT come up with a good textual justification for that, well then theyve got problems with flexibility.

Maybe they should install those "people movers" like they have at United Artists Orlando and some US airports. The vertical moving paths would carry people through their Hajj experience at a steady orderly pace. Concession stands could be placed at strategic points to sell refreshments and souvenirs.

A big round one, a couple of flat ones and a packet of gravel please.

Yeah, how'd you like to own stock in the company contracted to build the network of giant people movers for that?
If there was even the slightest risk that legal cases would be brought to an american court, I would sell the stocks as fast as possible.
With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.
