In order to keep fluent in Spanish and remain bilingual (never a bad ability to possess), he should be able to speak Spanish at home, of course.
On the other side of the coin, he and his family should have the courtesy and intelligence to learn the language of the country which they have chosen to live, and use it.

Do you think the city has translators everywhere, who can keep an ear on all Spanish speakers to make sure they aren't talking about blowing up a building? Do we want that?
