      How can you enforce martial law with the City infrastructure in such disarray, and with mobility greatly hampered?

      As for the gun-ho attitude, fine and dandy, but right now its probably unworkable. The physical conditions seem to aid anarchy in every way possible.

          wouldnt need full occupation forces. most ''resistance'' should surely evaporate when US soldiers show up

            That is not even funny.

            Besides the men you would lose form drowing in the dirty water and so forth, massive waste of scare resources. given that people are dropping dead left and right simply from not having food an water, worrying about the few deaths from violance and drawing away resources form saving the sick and hungry is the last thing we should do.

              you asked how.

              and i didnt mean dropping into water areas. just the parts that have rioters...they cant riot if the waters THAT deep,can they now? from what ive seen about precision dropping on history channel nowadays,we could prolly come right into the areas that need help. and after the ''fighting'' could support the refugees..and then the air force could support those areas with food,etc.

When they bite the hand that feeds them, though, like a rabid dog, there are a few solutions; the humane thing is to go in and put them down, but I've always found that to be a bit too costly when compared to unprecedented expenses with trying to rehabilitate the city. The better solution is to, like a rabid animal, lock them up in a place where they cannot harm others--and leave them to die. Sure, an animal dying of rabies dies a horrible death, but by the time they bite their helpers, they're too far gone to know friend from foe.

                  These people, if they did fire upon their rescuers, are too far gone to know friend from foe. Let them die.

                    That sort of behavior was wonderful in returning the city of Kwangju to order back in 1980. It's a good thing Korea had a leader of good moral fiber in Chun Doo-Hwan. Bush could learn a lot from that man.

                        Why can't they use their energy toward something more productive like helping rescuers do their job? Stupid fools.

                          It's not just rumors, Che. A hospital that is out of food and water was prevented from evacuating because of gunfire. an attempt rescue people by boats was stopped by gunfire. A National Guardsman was shot in the head.

                          Looters have looted the gun stores thorughout the city. From a few first-hand accounts I have read, there is complete anarchy with armed gangs throughout hurrican ravaged areas.

                            There is a reporter on tv right now talking about how he personally witnessed criminals armed with weapons inside the Superdome itself, not guns but baseball bats, etc.

                              The problem is that LA constitution and law has no concept of martial law. So do you break the rule of law in order to declare martial law?
