    Lets track the great man through WWII as a US wartime leader

    Dubya is a man of action so the first thing he would have done I think would have been the same as Roosevelt - address congress in emergency session, call the attack on Pearl Harbor a day that will live in infamy or something similar, and declare war on China

      In such a situation, the Japanese wouldn't get much blame, at least not from the left. It'd all go to Pres. Bush.

          We'd attack Japan, but then we'd invade China, since we were at war with the yellow horde.

            Bush makes Axis of evil speech - gets Axis wrong, names Soviet Union as enemy, hails fascist Italy as glorious ally. Soviet Union breaks off diplomatic relations, Bush triggers disasterous 3 cornered war in Europe with US on Britain's side in the West and Germany's side in the East

              when we invaded French North Africa, instead of saying its strategically necessary, for political and geographical reasons, FDR would discuss the dangers from the (already sunk) French Fleet. The landing on North Africa would be done with too few troops, and the relations with Darlan and the Gaullists would be bungled. When it proved that there no longer was a French fleet to worry about, FDR would talk about the need to spread democracy everywhere in north african and europe, and talk about those who died at Pearl Harbor. His opponents would point out that Vichy had nothing to do with the attack on Pearl, and that our concern for democracy was hypocritical, since we were allied to the USSR. They would say we had invaded North Africa for the phosphates, and suggest that we should have focused on organic farming instead of invading. Many would call for us to withdraw from North Africa, and let the local French settle their own affairs (the local non-French would be ignored by the opponents, although FDR would make a big deal about empowering them)

              Meanwhile we would somehow quickly overthrow the govt of Japan, with assistance from local Japanese anti militarists Japanese militarists would continue to harass the new govt from bases in - er, i dunno? what country is to Japan as Pakistan is to Afghanistan? Well whatever.

                USA joins Germany and Italy lightheartedly in their crusade against anything inferior. France and Britain finally see their earlier error, Rooskie and yellow hordes are now doomed. Of course Japan ceases to be Axis power.

                    1942. War against China not going well because of Japanese occupation of the most of the Pacific. Those pesky Japanese won't let the US navy sail through to attack China. Bush confused, decides he needs to be more friendly to Japan.

                    Bush needs a success to keep the US public on side. Whips up anti-Mexican sentiment, tries to link Mexico to the Chinese attack on Pearl Harbor, warns of wonder weapons in possession of the Mexican government which can be deployed in 40 minutes against Texas. Mexican government denies it has the burrito bomb.

                    Bush issues ultimatum to Mexico and invades, declares to Mexicans "their day of liberation is at hand". Mexicans take to the hills and start guerilla war. 10 US divisions tied down. Fighting spills over into Texas and California. Alarmed Central American states grant naval bases to Japan. Bush welcomes Japanese carrier group presence in the Carribean as help from a close ally in "the war on surprise attacks".

                    Bush Administration dismisses out of hand reports that it was actually the Japanese that attacked Pearl Harbor as the work of Chinese agents and disloyal American liberals.

                        Nah, the US would join forces with germany and soviet when Poland was liberated and confront the evil Kingdom of Britain. The French - who the hell cares about the french ???
