IIRC, the gov't gave a company rights to their natural gas charging a flat rate based on the expectation that there'd be a relatively little gas. After some exploration, it turned out that there was something like 100 times more gas than the deal suggested. So the Bolivian poor are naturally pissed off regarding the gov't's flat rate giveaway of their resources, seeing as how they wouldn't have gotten anything out of it. Then there are things like the gov't's oppressive coca policy (free markets only goes so far, I suppose).
But never mind that; oh noes, the dirty, ignorant natives just want to destroy the economy.

Well, several of the links previously posted said Coca cultivation has long been outlawed but the law wasn't enforced. On of the hallmarks of the government over the last 5-10 years has been hostility towards coca production and the pushing of alternative crops.
In that case those articles are badly innacurate.
There's a certain quota of coca that is legally produced for domestic consuption (for chewing and tea, not cocaine). This quota was very very badly enforced in the past and the government must be taking moves to enforce this quota.
There's no way that domestic consumption of coca could be banned, the whole country would go ape****. It'd be like banning tea in England.
