No it isn't. The public own the airwaves; they don't own the cable system. Hence, the cable people are freer to put what they want on it.
Any goon can hook up a TV and watch the public channels for nothing. You enter into a private contract with the cable company for their content -- that's different.
Using your logic we should ban the internet, since everyone has access and kids might see videos of Johnny Huge giving Missy Scarlet a vaginaful.
The truth is that private companies who provide services are under no obligation to make sure that your children watch suitable TV -- that's your responsibility. If you think it's that bad, cancel the service. You're paying for it after all.
