Most do. In fact there are exceptions only mostly, who don't need a visa. Like us.. we don't need one.
    In da butt.

border controls in the USA are almost as disgrace as ours
Any views I may express here are personal and certainly do not in any way reflect the views of my employer. Tis the rising of the moon..

Look, I just don't anymore, okay?

I'd rather be poorer and not have people who said we deserved 9-11 (like you) coming over.

I remember a time when we were obliged to get a visa which was given if a form was properly filled. Questions to be answered were of the kind "are you a dangerous communist" or "do you consume drugs". It took about 10 days for the visa to be delivered.

But the visa procedure, conceived to prevent the entry of certain foreign travelers, is not adapted to a policy aiming to control potential terrorist; if one visa is refused, two other guys will obtain their, whereas the biologic informations system will make possible a perfect identification of the potential terrorists making an attempt to enter the country. It is therefore quite stupid to reverse to the visa policy instead of cooperating with all countries to build an efficient biologic identity system which, once completed, would result in a very efficient protection.

I don't really see how this is productive. The biometrics will eventually work there way into the system but holding our breath and standing on one leg isn't going to make things happen faster. I hate how our Congress loves grand standing over substance; the US is going to have most of the world slap a 15% tarrif on American made goods because Bush and the Republicans in Congress are refuing to repeal the anti-dumping laws which the WTO has declared illegal. Rather then deal with this issue Congress prefers to pass unconstitutional laws to prevent families from making personal medical decisions in the Shiavo case.

They should have visa free travel and work permit free working rights between all of the industrialized countries. I'm not saying this out of a silly communist one world philosphy either; it's just good business practice to let skilled talent move to where ever the demand for their skills is greatest.

Absolute identification of people, and comparison with specific files without potential errors, would certainly introduce a great complexity in the life of terrorists and criminals.

In this complex and dangerous world, skilled professional will not be effensed to be obliged to show a biometric passport, if they want to travel, since this biometric passport will make every thing easier for him, and safer for his country and the country he intend to visit.

Who is reversing the visa policy?

My understanding is that since 9/11 the US has been trying to require biometrics on all passports and the EU has continually said that is a good idea but has asked for extensions over the last 3-4 years based upon costs. The US Congress is now getting impatient and is saying no more extensions will be offered and in order to qualify for visa free travel to the US all passports must have biometrics built into them. New US passports have biometrics installed as do Japanese and I believe Canadian passports with biometrics are planned.

But will they have the SAME biometrics?

IIRC the US can't even agree internally on the correct way to take fingerprints - the INS and FBI do it differently

Wrong. When it comes to drugs, there is always demand no matter where you go, and if there is no demand, it can be created. Basically it's not a market where you can eliminate the druggies to kill the incoming drug flow. You can sell it even if no one wanted it, that's how powerful of a product cocaine is.
