Bull****! A good parent teaches her children basic skills necessary to get by - such as English.

That would be "too late"... making them learn english now makes it easier to learn other things at school. If you start going to some english school without understanding english at all you will quickly get far behind the others in class

Of course it's still possible to learn english from friends etc, but that's not always the case... I have heard about people who only talked with family members until when they where old enough to go to school, which would be like if the person just moved to the country
Of course they can still manage it (I know many who did), but I also know that their first years was more diffecult than it would have been if the teachers was actually able to communicate with the kid

AFAIK they "have" such tests for those foreign students who wish to study in DK, but apparently it doesn't work at all, since none* of the foreign students at my last school understands english

Some people just aren't very good with languages. Learning a new one as an adult certainly isn't trivial.
