The "independents" are simply those who have not yet allied themselves with one of the three major political parties. As independent citizens they still have the same rights as any other members of the senate.
Those who do not wish to participate in a major way are considered "foreigners". They may incorporate themselves, as you did, to the sentate with the sole condition that another senator backs up their petition. In this case, I have backed up your petition (and even if I didn't, I'm sure some other senators would have) and you have every voting right that any other senator has.
As I said in my previous post, any other "foreigners" who wish to join the German empire as noble citizens are free to post their petition to do so. I am sure that me, or any other member of the German Patriotic Party (PPA) will be glad to sponsor their admition. After all, politics is not just making sure one party rules over another. True nationalistic politics is making sure that each party's contribution is taken advantage of to ensure that our glorious empire becomes what it deserves to be.
In the end it does not matter who wins or loses, the important thing is that the German empire benefits from whatever political desicion is reached. That, is the true spirit of democracy!

Es un BG, no un DG. Me esperaba más del juego, estamos pagando nuestra inexperiencia en este tipo de juegos. Creo que nos vamos por las ramas con tantas enmiendas y proyectos, juguemos hombre, que de eso se trata
