Reports from the front say that the Sioux, mostly warlike hunter-gatherers, have bent Iron tools stolen from the homes of Wisconsinites.
As a result, the Army has launched a major campaign against the Sioux. Even though the Sioux are more fierce warriors, the superior craftmanship of the Wisconsinite weapons and the use of Armor on the Wisconsin side has resulted in massive casualties from the Sioux side of the war.
Wisconsin declares the Mississippi "The River of Wisconsin," and speedily fortifies both sides of the River far past Sioux territory.
Wisconsin is offering citizenship to the Sioux, in the hopes that their culture may continue. Additionally, the Wisconsinites feel that the skill of the Sioux warriors would be invaluable in battle, especially with the new Wisconsinite weapons, a fact which not even the Sioux can overlook.

Politics of Wisconsin:
The Oneida, Illinois, Iowas, and other tribes wish to have more representation in the Wisconsin government. The Chiefs have decided that on all domestic votes, each city is allowed 2 representatives, as long as they are selected by the people.
Additionally, each villiage which is not within 50 miles of a city's radius may send 1 representative.
((this will change, but a city at this time is only like 20,000 at the greatest I'm thinking i.e. no plumbing, aqueducts, etc))
