Do you have a preference of historical eras/themes?
Of the two, HOI2 and Victoria, I play more of HOI2. But, once I begin a Victoria game, the real world takes a back seat. You really get the feel of what it might be like to run a country."What did you learn in school today, dear little boy of mine?

Depends on how you play Victoria.
Once you get past a particular point economic management becomes rather irrelevant.
I would say Victoria based on both the historical time period and the fact like Civ, you can mould your nation into whatever you want.Scouse Git (2) La Fayette Adam Smith Solomwi and Loinburger will not be forgotten.

I like the manpower model in Victoria the most of any of the games. It's the only game where casualties actually count. Your manpower comes from soldier pops, and when they die in battle, they die. Attrition can be a serious issue - not just in limiting your army but your economy aswell.Rethink Refuse Reduce Reuse
