Propaganda itself is too overpowered. For example, nuking someone removes one city from the target. So thats a total of 1 city multiplied by however many nukes you send out.
Propaganda removes one city from the target too. But it then increases your own cities by 1 as well, making it twice as effective as nukes are.I'm building a wagon! On some other part of the internets, obviously (but not that other site).

You could remove propping altogether. Unfortunately, this takes away Demo's only advantage.
I'd propose making propping probability-based--that is, for govts other than Demo, you'd need to roll a 1 or 2 on a 1d8 to pull it off. For Demo, it'd be a 1 or 2 on a 1d6 (or 1d4!) instead.
Or keep it as is, but Demo players start with 2 cities?

Let's simplify things a bit:
Democracy: An extra hide in bunker.
Communism: An extra spy each turn.

For general rules, I think that Democracies should have to post their orders in public. I didn't think so at the beginning, but seeing how powerful they are..........
And no...this doesn't have anything to do with the fact that I just got creamed by a democracy

if I might make a suggestion
have democracy be able to build 2 cities per turn (instead of one)
make it so that if nukes are being stockpiled, and a city is destroyed, that a nuke is destroyed also

Oh yeah....and this should go for all governments:
If you choose a sabotage mission for your spy, you shouldn't be able to carry out other orders for that turn.
Also, if you set your spy to observe, you shuold get the info prior to posting your order for that turn. That way you can act on the information on the same turn.
