    We only agreed (Or did I forget?) propaganda was an act of war, which means if someone uses propaganda on a Democrat, a war starts... but it didn't say anything about a propaganda couldn't be used by Democrats even though they're not at war...

    Azazel: That sounds as a good way to do it... I vote for that
    Some other way could be, Democrats can do propaganda on each other (But only takes one city)... this will start a war...

      The pendulum swings both ways. It's either an act of war, or it isn't. and we agreed that it is.

      Democracies CANNOT start wars and/or propoganda against other nations.

        Ok... this new rules takes effect from this turn...


        I haven't updated the site with who has sent their orders, and who haven't, since I'm at school at present time... (In case you're wondering)



        Btw, another new rule:

        When changing orders, you get back in line again. During the last game I often recieved lots of "Order changes"... this will make people concider the orders before sending them
        Though every rule has an exception:
        If a player chose to spy on another player, it's obvious this player probably is going to change his orders later... in these "spying" cases the player wont be sent back in line...


        Does anyone agree/dissagree with this?

              So, let's summarize:
              Democracies CANNOT start wars and/or propoganda against other nations.

              Democracies CAN start propoganda against other democracies.


              But then, propaganda cannot be used against an enemy that has nuked you, either. So when exactly can propaganda be used, besides between all democracies?
              I'm building a wagon! On some other part of the internets, obviously (but not that other site).

                I'm not sure I like this idea. There was a reason I chose demo, now there is none. The propoganda attack was the main reason. This is a very powerful attack. Your opponent looses two cities while you gain two.

                Either we go with the current rules, or we restart.

                      I'm not against the rule, I'm against changing it in mid-game. If that was the rule when I started, I might have picked a different gov. Also Tass would not have been eliminated.

                          Not being able to use propaganda is just a bit too much of a handicap for the price of having good propaganda abilities. Propaganda could be used when (and only when) you are not at war. Changing it so it is a declaration of war defeats the whole purpose of it, not to mention will make democracies only course of action be to hunt down other democracies for no reason.

                            Ok, here's the rule:

                            Propaganda can always be used (Unless there has been a nuclear exchange between those two players), and Democrats can use propaganda on other Democrats, but this will only take one city, and declear war between them. It wont declear war on non-democrats thoguh...

                            How about this?
