I'd like to point out that you hint that it was DrSpike, whose city count increased this last turn isn't exactly correct. He lost a city in a bombing and built one. So, his city count remained constant as well. In fact, the only person, whose city number increased is Sheep.

And I'd to point out another fact: Sheep has been increasing his # of cities each round... except for the round he missed to send in his orders

Thats what I get for not checking up on the game state and just believing Vovan.

My original point stands - DrSpike is the one who increased his number of cities last turn! He is Mr ICS!
Although he was only 1 of 3 who increased their city numbers.
