Remember the Balkans in 1998? Un was bitterly against sending troops in to get rid of a despot. Clinton took Nato by the ear and said to the Un and cleaned up the Balkans anyway. The world opinion was no where near as intense at "USA" and "Nato" aggression as it is now.
