      I guess the reason why many of us who perceive another nation as being more progressive, but choose to remain in their native nation, is because of culture shock or cultural/lingual obstacles.

                I voted for Canada, given they seem a bit more market oriented than Europe yet still have most of the same social programs to help the ones that don't make it. But it is a close race with some of the Nordics.

                Lest progressive: DRC or DPRK.

                              My definition of socially progressive means they are in acting long term policies which will benefit the most citizens possible including those yet to be born. In that light long term economic growth is more desirable then welfare payments which cannot be sustained over the long haul so the U.S. comes out number one and countries like Sweden (which do a good job of providing for the current citizens but only by strangling its future citizens) doesn't perform nearly as well.
