I'm not sure I get it, but in the US you do need brick-and-mortar operations in a state to have to pay its income taxes. So if you're a foreign or out-of-state internet- or catalog-only merchant, you're exempt from state income tax.

I think that's true. Only if you buy from somebody in your state that you need to pay the state sales tax (not income tax I don't think).
But the state sales tax is to fund to the state's government, but the national tax is to fund the federal government, they are completely different beasts.
