The federal government is empowered to conduct foreign policy and provide for the nation's defence - clearly in the modern world foreign aid is a tool of foreign policy. And this endeavour fits in with our foreign policy goals well. You may take a view of constitutional law that differs from the standards of the last 70 years, thats your right. I would suggest your position deserves a thread of its own and doesnt have much to do with the topic of this thread.

I thought it was fairly relevant, but I suppose it doesn't specifically answer the question this thread asks. The answer to that is, of course, "voters". I think we can all agree on that.
