Actually I think he actually believes something has to be done to stop AIDS in Africa. African countries tend not to really hate us and some of them are really friendly to the US. Conquering AIDS is the first step to bringing them up.

uh lets see - millions of people dying, we say we are active in the world not as an empire but to fight evil

doesnt it make sense we should do something about the millions of dying people???? Show that with the war on terrorism we have not forgotten about AIDS?? Show that we are .... compassionate???

It makes complete sense and is an excellent initiative - congrats Mr. President on that one.

How about some compassion for the many more millions who suffer from cancer? Why can't we spend as much on cancer research as we do on AIDS research? More people die from cancer than AIDS, but it's more trendy to want a cure for AIDS than a cure for cancer.

Of course it is interesting, if you consider that the US at the same time is blocking the release of the Patents on AIDS-Medicines for African countries, so that those drugs can be cheaper produced in those countries.
How many more lifes could be saved if the patents would be released

But at least it is a good gesture to give those 15 billion US-Dollars and it will help a lot of people there

There is a reason we don't want to give up patents to expensive drugs you know. What would happen if Africa countries suddenly started producing mass quantities of drugs and tried to sell them to other countries. I don't think the companies that held those patents would approve, and it would kill the entire patent system.

Follow the money.....Bush is sucking up to the drug companies that will be selling the drugs the U.S will be providing.

But he really should have thought this out more thoroughly. Instead of pledging the money outright (assuming Congress approves, of course), Bush could have announced the U.S. was going to lead a coalition against AIDS in Africa.

We offer the money as matching funds. If any non-African country donates money to the cause, then we match it. This way (a) we end up only donating 50% of the money; (b) we get 100% of the credit; and (c) Bush lessens his international reputation as a go-it-alone cowboy.

Why is Bush sending AIDS to Africa? I was under the impression that were overstocked already.

Education is of limited value with respect to hormone driven behavior. In the USA the most highly educated and knowledgeble demogrpic group about STD's and and other sex matters, college students, indulges in the hight rate of high rick sexual behavior.

Maybe if Rick didn't get high, he wouldn't indulge in so much sexual behaviour.

This wasnt about research - it was about providing an exisiting cure to people who cant otherwise afford it.

Well I was addressing the issue of compassion that was brought up, not specifically referring to Bush's proposal. With regard to Bush's proposal, however, I am against it. Where does it say in the Constitution that the federal government can seize money from a working American to spend on a medical treatment program in Africa?

The federal government is empowered to conduct foreign policy and provide for the nation's defence - clearly in the modern world foreign aid is a tool of foreign policy. And this endeavour fits in with our foreign policy goals well. You may take a view of constitutional law that differs from the standards of the last 70 years, thats your right. I would suggest your position deserves a thread of its own and doesnt have much to do with the topic of this thread.
