I can't either.. but he told me I wouldn't dare to shoot him , so it was his own fault . He had a vest on (not bullet proof), so I had to shoot him in his toe.

Well that is part of the inner city poverty thing I wrote about. They are more likely to be poor and one of the few ways to make money would be crime. I think for a large part US gun violence is criminal vs criminal as well (or gang vs gang, but that is more or less the same thing).
