Chegitz, I seriously doubt that. However that he did the following is true:
Killed MANY people because they were either rich, either belonged to opposition
Exiled GREAT numbers of people, some full nations were exiled (like Krimeans). Many did not made those "trips" alive (especially it was true for babies and childs, because they were weaker).
Taken all the wealth and land from people who had too much of it, this was also very great numbers
Occupied many nations and forced everyone to speak russian (in schools, universities, newspapers, books were also only in russian) in some of them (thanks god not in Lithuania, but here some people also knew only Russian).
Flocked these countries with Russian people, who now makes great part of some of them (thankfully to the great governing of Lithuanian SSR (leaders of party here did not allowed to expand cities fastly, this way slowing "immigration"), only 10% are Russians here, but for example in Kazakhstan and Belarus more than 50% are)
Destroyed economies of these countries, ruining lifes for millions.
This is bad enough on itself, but if we consider also how many people he killed in wars that number would surpass Genghis Khan one very easily. Also he forced everyone to have his picture (some thinks this is Saddam "invention"...) and killed everyone who showed disrespect to him or his picture or owned symbolics of annexed nations...

12 years ago, one could have the same about Hitler. And it's certainly not Hitler's merit that Germany is united again. So for my view, the list is already pretty well ordered, even if I don't know if I should give the first place to Hitler or Stalin. Maybe shared is the best. And if someone should complain that I take one of them too lightly: I don't. I rate the other just as bad as the one you think is the worst.Tutto nel mondo è burla

Since Clinton is the only US president up there, It has to be Clinton because if there's one thing that I've learned in all my years in the OT, it's that
THE US IS THE MOST EVIL COUNTRY IN THE WORLD.
So it's leader must be the most evil ruler ever.
Now and forever Amen. It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Sheeple
RIP Tony Bogey & Baron O

The case against Lenin is extremely debatable, but you could make it.
Sonic, Stalin is one of those people that people just love to hate, so that any accusation against him is accepted, hence my comment about babies and kittens. It is true that Stalin is one of the most horrible people in history. It is not true that he killed more people than Hitler. Hitler is responsible for the deaths of over 60 million people (10 million in the camps and 50 million in the war). Only the most insane accusations against Stalin equal this number (basically accusing Stalin of killing off about 1/3rd of the population of the whole USSR).
Truely I despise Stalin and the crimes he committed. But he's not the worst, most evil leader ever. I'm not evern sure that person is on the list.Christianity: The belief that a cosmic Jewish Zombie who was his own father can make you live forever if you symbolically eat his flesh and telepathically tell him you accept him as your master, so he can remove an evil force from your soul that is present in humanity because a rib-woman was convinced by a talking snake to eat from a magical tree...

On a semi-related note I believe CBS is showing a series on Hitler's early life. There are already protests. For some people they cannot fathom that Hitler is not the most evil man ever to exist. They are shocked that CBS is going to present him as a seemingly normal person (well no one has seen it so we'll see how he's portrayed).
I usually hate national network shows like this, but it might be worth a viewing.

Hitler was half-mad, perhaps fully. Why doing it the easy way if it is possible to do it complicated?
