Obviously Stalin. Killed mre people than most of leaders written here. And, even worse, most of the people were killed not because they were enemies (like Genghis Khan did, for example), but because they belonged to some group. He also taken most of the wealth from those who didn't killed. Hitler also killed people just because they were a part of some group, but he is like god if comparing to Stalin (Stalin executed much more people than Hitler and if also add up all exiled/robbed people under order of Stalin, Stalin harmed maybe hundreds of times more people than Hitler).

                  it's adolf.

                  not adolph.

                  and...

my vote leans to kim il sung, because without his poison, korea would be one country, semi-democratic, and strong...

but for that matter, i might as well point the finger at truman, tojo, hirohito, mao, stalin, and rhee.

I have to laugh at the loser who choice Clinton. Either he doesn't know what evil means or he is so blinded by his hate that he is unable to make a reasonable decision.

Stalin, Clinton, Mao, Lenin... all evil bastards.
For there is [another] kind of violence, slower but just as deadly, destructive as the shot or the bomb in the night. This is the violence of institutions -- indifference, inaction, and decay. This is the violence that afflicts the poor, that poisons relations between men because their skin has different colors. - Bobby Kennedy (Mindless Menance of Violence)

If you meant in terms of consciously choosing to commit what he knew to be acts of evil for the pure enjoyment of seeing others suffer, then none of these men really suffice as the most evil in history.

Ivan IV of Russia would certainly fit that description. Perhaps Lucrezia Borgia as well. I think Ron Jeremy came up with a list of some of the nastiest such folks ever.

Of the list, the most evil, IMO, would be Stalin or Amin.

Including Lenin, Napoleon and Clinton on the list is pretty laughable.

Gates, on the other hand... yipes!

12 years ago, one could have the same about Hitler. And it's certainly not Hitler's merit that Germany is united again. So for my view, the list is already pretty well ordered, even if I don't know if I should give the first place to Hitler or Stalin. Maybe shared is the best. And if someone should complain that I take one of them too lightly: I don't. I rate the other just as bad as the one you think is the worst.
Why doing it the easy way if it is possible to do it complicated?
