        don't you think that is the job for 4% of the population that are very conservative/ fundamentalist/ nationalistic and slightly paranoid.

        There is certainly a few percent of such people in every society, and this is a job for them which they will enjoy doing for free.

            • 4 percent of the population? this is a joke... I wouldn't even consider 4% of the population intellegent enough to spy. This article is BS... but with Bush, you never know... Just using quick math... that means 12 million people are going to be spies? If you have classrooms of 30, that means you need 400,000 teachers to teach these 'spies'. Spying is a skill that is learned, you can't just recruit 12 million people and say, "Spy for me"... even Bush must know this.

                                WASHINGTON (Reuters) - President Bush ( news - web sites) proposed on Tuesday a strategy to protect America from terrorism that could use the U.S. military to enforce quarantines during a biological attack and "red teams" [red? are you serious?!?red is for commies!] of agents thinking like terrorists to pinpoint weaknesses.

                                The plan, which would take years[= next elections are ours] and billions of dollars[=buy stocks of ibm, hp and of course microsoft] to realize, seeks new vaccines, tighter border inspections and includes a major effort to protect infrastructure such as power plants and pipelines.

                                It also includes high-tech elements such as systems to detect behaviors that can indicate the "hostile intent" of a potential terrorist [WOW!! i bet this doesnt step on any civil rights], and sensors that would reveal a traveler's exposure to materials such as biological or chemical agents.
