* you can grab the vast unoccupied areas of Eastern Europe or North Africa, or Norway, or Indochina
* you can take over a currently ignored country (Oregon, Holland)
* you can apply to become a vassal of Finland. In this case you get a large chunk of Greater Finland
* or you can do all three, which would make you an enormous power, despite the fact that it would make you a minion of Finland as well.
