It's kinda common sense.
Having half of the country generally inaccessable makes it as good as useless. For the good of the country, it was connected via railroads with federal funding.
You're nitpicking now, and when it comes down to it, your comparison is still way, way off. The NEP was all about stripping energy revenue from the west and giving it to everyone, while at the same time allowing others to keep their resource revenue. That's not right, and it's certainly nothing like the concept of the CPR.
