The US government has subsequently admitted to making that up. It never happened, it was propaganda to garner support for bombing Iraq and continuing the embargo.

This supposition is only reinforced by reports from Czech intelligence of contact between Iraqi intelligence and Al-Qaeeda operatives prior to 9-11.

The US government has recently stated that there is no evidence, what-so-ever, that Iraq is in anyway connected with 9/11 or the anthrax attacks. In fact, the main theory curently being floated is that the anthrax is from a domestic terrorist, completely unconnected with the Middle East.

That's not really true. The Unite States deliberatly destroyed the water purification systems of Iraq, and long had certain medicines subject ot the embargo.

Most of the rest of the world disagrees with continuing the embargo. The US pretty much stands alone on this, even in the wake of 9/11. We are the sole vote keeping the embargo the way it currently is.

Because Northern Iraq wasn't as clobbered by the air war as the rest of Iraq. (Now if I can just find that article.)

"They" don't sepnd the money. As in all of Iraq, the money and aid are distributed by the UN, not the government.

The short answer would lead to an endless game of Pong, so I give you the long answer:

1 The one thing the US ruling elite/government cares about is world hegemony. When they care about something, they are not bad at it.

2 Therefore my hypothesis: Everything in the US that is related to the achievement of world hegemony works well, everything else doesn´t.

3 As far as I can see, experience agrees with that hypothesis.

4 The CIA is important for world hegemony, therefore I guess it is functional.
