A few of the criteria have nothing to do with acutal intelligence or beings "smart," like class size as mentioned.
Very biased all together.
"The DPRK is still in a state of war with the U.S. It's called a black out." - Che explaining why orbital nightime pictures of NK show few lights. Seriously.
Show the bias. Where's the bias? What would you have included to make it less biased?

So then it really doesn't have much to do with Blacks and Hispanics themselves, but how much each state puts into the education of Blacks and Hispanics.

Yes, because its very easy to get personal education in a room of 50 screaming monkeys
ahh good example.
Tell me how one gets more education in a classroom full of 25 screaming monkeys vs. 50 screaming monkeys?
you don't.
the reason education sucks in this country is lack of discipline and a culture that no longer values education. Look to Asia for cultures that value education. They rose from nothing to the leaders of the world.

There is no question--none, zero, period--that kids in smaller classes tend to do better than kids in bigger classes.
out of curiousity, what is the typical class size in Japan? If it is less than the U.S. then I will believe you. It might be less, I've never looked it up.
