The fact that Staudt wasn't in the Guard at the time doesn't necessarily present a problem. Retired high ranking officers still have some unofficial clout and can talk to people about you. Given the wording of the document, however, this was not the case. The CYA document says that he was getting pressure from upstairs, which would seem to indicate an active superior.

If these memoranda are not found in his personnel files, I would suggest that CBS would have to amplify on just where they got these memoranda.
