If he hadn't, the Chinese could have "cleaned house" as soon as they would see fit. The Yanks would have avoided it though, since the whole North Korean artillery stands ready to level Seoul for decades.
Kim should continue to be rather predictable as long as he doesn't feel (or want) his end near. That gives some time to find a solution: find a political agreement for the unification of Korea that strokes his ego, yet places the nukes out of his direct power; find a way to disable his nukes and stop his nuclear program; convince the Chinese to stop life-supporting his country, and open the gates to North Korean immigration; etc.
Assassination is strongly to be avoided: NK is probably the country where the power is the most personalized in the world (at least, it's the only country I know of where the leader is worshipped that much), and you don't want chaos in a country that has nukes.
But the Bush-like diplomacy of grand speeches against the "axis of evil", while appeasing Kim on the bargaining table, is sure to meet no results. If Bush wants results, it needs to change his way of doing things.
