They have developed hands and mouths capable of doing stuff (holy hell I don't want to get into this), and they are certainly capable of verbally giving consent and claiming they want to do something. Especially if someone 20 years older who holds a position of authority over them coerces them into it.

But I agree with you in that easy access to their own kids makes them the more likely to molest them. I just think KH is putting the cart before the horse, because I think that most child molestors who molest their own kids have done it to their own kids first (and often, exclusively).
