You probably have but haven't been able to make the connection.
The same piece of music was used as the theme for a Finnish comedy show (Studio Julmahuvi), but I didn't find out until years after its last rerun that the theme was from another show altogether. I would imagine it being used in commercials, other shows and whatnot, making it one of those songs you know by heart but can't name. Scott Joplin's The Entertainer was one for me, for example.
Cake and grief counseling will be available at the conclusion of the test. Thank you for helping us help you help us all!

I hope we're not confusing best shows and best themes.
On themes, the song for the Japanese show Ultraman was cool...
"And so, my fellow Americans: ask not what your country can do for you—ask what you can do for your country. My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man." -- JFK Inaugural, 1961
"Extremism in the defense of liberty is not a vice." -- Barry Goldwater, 1964 GOP Nomination acceptance speech (not George W. Bush 40 years later...)

2008 Presidential Candidate (for what its worth)
The themes for Cowboy BeBop and Witch Hunter Robin are good too.
