I think the key to this is how the average Iraqi citizens feels about things, and not what we think about it. Right or wrong, what matters is how they percieve it. Average citizen naturally, rebels and resistance is not something to deal with appeasing.

there seems to have been a snowball effect there - it started as more anti-american than most - this in turn led to harsher tactics, and thus more anti-Americanism. at the same time outsiders - both other Iraqis and foreigners - recognize its anti-american, and so people - again both Iraqis and foreigners - who want to kill Americans flock there.
