I think the entire prohibition of deficits is a little tough. Is it okay to spend more than income if you have money left over in the state's reserves, should that ever actually happen some day?
Complete elimination of deficits might come back to bite Californians in the ass one day should we ever have a national economic collapse but still need to educate our little youngins, but there should be limits on government growth and deficit as a percentage of GDP (preferably, tied to population growth + x% and 1% or less respsectively. I'm not an expert on state budgets though.)meet the new boss, same as the old bossComment

The average Spanish soldier, believing his outdated material will do something for him, will never know how to use this old buts useful weapons.
