As Comrade pointed out, France and Germany spend a lot of time being just like the US when it comes to wanting to make sure they get what they want. I dont think any of those small countries can go into the EU lightly, but I think they may not have that much of a choice over the long run. So if Poland and Spain can get more than I say good for them..

To reduce France's and Germany's stagnation to this is an impressive oversimplification
Sure, there are lots of other factors but this is the single biggest influence upon their continueing stagnation. Over regulation of just about every area of their economies has strangled growth, discouraged job creation, and chased off investment.

I can't tell for Germany, but for France...
In 2002, foreign investment has fallen of 10% in France. Horror. The government goes amok about France's decay, and how it is the 35 hours week and the regulation's fault.
As a matter of fact, the decline of foreign investment in France has mostly to do with a poor international conjuncture (how do you write it anyways?). It happens that foreign investment has reduced by 30% on the whole Euro-Zone
So, we're more competitve than our European neighbours, and we even end up taking foreign investment from the pretended invoestor paradise that is Britain. How come? Simply because our public services offer cheap and good externalities. Charles De Gaulle airport is becoming the major hub of continental western Europe, having completely sucked traffic from Brussels and taking significant traffic from Schipol NL. Our trains are fast and reliable, as are our power grid, telephone network, and we've finally massified ADSL.
Maybe you think this info was given by some leftist interest group, wary of the government's free-market program. Nope, it was given by the official commission, whose leader is the wife of a minister.
Sure, France is still no Foreign Investment Paradise (otherwise our FI wouldn't have decreased at all), but it is a misconception to believe we scare the investors away.

What economists are saying is that France's foreign investment rate is depressed because of the massive over regulation. Thus the 10% reduction is a reduction of an already depressed rate.
Sure, other countries are worse off then France but that doesn't change that France's economy has been underperforming for a long time now.

Look; Poland and other new members of EU got bad conditions of accession. For several years, they're be members of second cathegory. Accessing EU isn't beneficial for Poland or any other middleeuropean state
as much as for old EU members for various reasons. The only good thing in the deal was the number of representatives in the parliament. Why should we resign of it? Because "it is good for EU"? Who says so?
Germany, for which it is certainly good.
You think Nice's wrong? You shouldn't have settled it in the first place. Is it less democratical? Only if You treat EU as a one state, which it obviously isn't. Why should all other states fall under French-German tyranny? It'd be like giving people votes depending on their weight. SOME sort of population representation is needed, but I don't think I like the idea of Europe where Germans and French, and in future turkey, can do whatever they want no matter what the rest thinks. I may be wrong, but some Germans still haven't resigned of ww2 losses.
I don't think Poland or Czechs or whoever should help them get better position in EU just to pay for it soon afterwards.
Anyway; You signed the treaty, and it's the one is official. You don't like it - YOU can leave EU
