      Outsourcing IT is generally a bad idea for large organisations. I know of some sections of the Australian government (which will remain nameless) which are literally over a barrel as a result of outsourcing their IT. Every time they need to change something, they have to hand over a large wad of cash to (equally nameless) large American computing companies, even when the Australian government does all the actual programming itself!

            If there is a defective hardware problem and you want to go through your warranty to get a replacement you have to go through Dell's tech support. Even if your IT staff knows what's wrong you have to go through all the script monkeys steps.
