The report matters only in that it publicly declares what we already know.

We couldn't release that information until we could move the bases, and we couldn't move the bases until we removed Hussein.

edit: please don't think I'm saying all this just because of this report; I've been writing about this here since before the Iraq war.

I don't think the US is going to change the borders in the region. Otherwise, they'd have given a watchful independance to the Kurds right at the end of the war. I think the US will attempt to keep Saudi Arabia as a single entity, but with a much friendlier regime.

The US won't have to. The surrounding countries have more than enough reason to annex territory once it collapses -- to prevent the spread of anarchy, among other things.

We don't want another single regime there, even a "friendly" one; it just represents too much power. Remember, the Saudis were supposed to be "friendly".

And the rationale for that is pro house of Saud. The rationale being that while US troops are in Saudi Arabia, the hard-liners come to see the Saud's as US puppets. By pulling troops out, it gives the Saudss the ability to play to thier home audience, showing them US influence is down, and that the reforms that are to be made are internal changes, not changes pushed by big bad Uncle Sam.

As for your notion that the Us does not want just one regime in saudi arabia..that really comes out of left field: never have I heard anyone anywhere claim that it would be better for the US to break up the Arabian Penninsula. None of the neighboring countries are strong enough to make a grab, or stupid enough either. Saudi Arabia will remain one single unit as is.

As long as the bases remained in Saudi, they (whichever they you care to mention) knew that the Saudis were secure, because the bases represented de facto support of the regime. Moving against the Saudis with the US presence would be way too expensive for anyone who cared to try.
