    I believe CTP II ditched the space overlay and did sea colonization instead as it was easier to program and play.

    However what bugged me was how you could turn mountains into swamps but couldn't fill in the oceans to get more land.

      Yes and no. There is a whole field called ocean engineering about building structures in the ocean (rigs and dikes and piers and such). USNA was one of the few schools that had it. I think rigs are pretty impressive.
