which comes first?? the picking the class or picking the feat (can I pick lightning reflexs and than artificer at level 3??)

Picking the class you level up in is the first thing you do when you earn a new level, and all skill points must be spent immediately. These rulings are what the prestige classes in any official WotC product, and all the unofficial 3rd party products which pay attention to the rules, were designed for. You're not supposed to be able to take a prestige class earlier than your sixth level, though there are a few exceptions where the designer's broke this rule, iirc.
I can deffinitely take the artificer class by level 4
at least as far as requirements go

Actually, you definitely need 5 levels in basic classes before you'll be able to be an artificer. One of the requirements is 8 ranks in your choice of several craft skills. Max ranks in a class skill is 3 + level, therefore you'll need five levels to get eight ranks, and, as I said, you have to choose your class before doing anything else when you level up.

That's true -- but is it worth the trade off? You've already sacrificed ability points to maximise skills (a choice I certainly considered); do you really want to burn those precious feats just to become the world's lowest level articifer?

Tarna was always a tinkerer with different gadjets and intended to follow her father's footsteps in becoming an artificer all her life. Well read and studied, she developed a strange wish to see what the other artificers of the world (the gnomes) were doing, right in the midst of her studies. She left on a merchant ship from Lantan and made her way to that cernter of learning, Waterdeep.
She intends to Study Illusion for a time (5 levels) and than follow the path of the Artificer.
