There isn't a marker anywhere in Northern Texas that mentions that Confederates held the biggest mass hanging in history with pro-union residents as the victems. (Gainesville county had voted 67% againest secession)
There isn't much in the way of mention of the fact that Arkansas was divided in two, with two seperate governments and two seperate large militias nearly from the start of the war.
There isn't mention of the Uprisings against Confederate rule in Rural Louisiana and Mississippi...where poor white settlers knew damn well they were being drafted to fight for rich slave owners.
There isn't mention of the fact that Eastern Tennesse and Western North Carolina were unsafe for anyone with Rebel sympathies.
Or the Massacre at Ft. Pillow.
Why? Becuase groups like the United Daughters of the Confederacy put up markes and monuements that distort and outright lie about those areas, in those areas. As the North cut the economic engine of the south down they had to try to raise revenues wherever possible to survive. As I'm sure you were happy to overlook, you did say "re -open". As you are referring to government official imposed on the population by an occupying force, I would think the answer is obvious. The communities that "didn't vote for ex-confederates" were areas where many southerners still resisting occupation were sold out to the yankee forces. Federal troops in the south destroyed any chance at equality by the way they treated the population and imposed unpopular figures on them to actually create resentment. There was a stated attitude among many in the north to teach those in the South a lesson. Further, The attrocities that you mention from the South pale when compared to what our northern "brothers" did when they invaded. Burning cities to the ground, burning crops to the ground, raping women, summary execution all were standard yankee practice. Given the standards of warfare at the time, most informed people would agree that the South was fairly moral in the way it conducted the war.

And if money was the driving factor here, why didn't Davis and Co toss the cotton embargo out the window? When they could have used that as a way to establish credit?
