      I don't think it is considered 'critically tied'. France calls at the same time for the sanctions' suspension (basically, to drop them since they won't be reenacted as long as the US doesn't want to) and for the continuation of UN inspections. Where is the problem in involving the UN in Iraq's disarmament ? It's not like the presence of inspectors mean the Iraqis will continue to starve.

      Why do they NOW insist sanctions NOt be lifted outright, yet pushed for EXACTLY that when Saddam was still in charge?

      Because of Chirac's delusions that it is still possible to have the UN not to be spitted upon. It is also essential for Chirac to let the US keep its importance, because he loves his veto power.

      My answer is I don't trust France or the inspectors the UN sent, a third party should be formed.
      You're right not to trust France, its diplomacy is guided by greed and political opportunism (whose doesn't ?). However, I fail to see what source would be more reliable than the UN to provide inspectors. The UN is this wonderful place where countries' egoisms are articulated, and as such, it is the less biased organism in the world, since it gets influenced by everyone
