These are all more-less historical european provinces, simmilar are found in Europa Universalis (which I recommend)
I think that making a new game based on great aspects of other games is very ok. Nowaday I am thinking of GGS as a game similar to EU in scope of things ... plus provinces which change borders, random terrain ...
Btw, I checked civ3 forum and seems my late estimate that civ3 will have a conservative approach to terrain is true
