That works out as 15632 is what was left for building.
Let's look at an 8 hour workday vs. the 6 above:

For Building 21384
If you do the math exactly as shown above you will see 21384 is what is left. The G.B. difference accounts for most of the crime difference with the exception of about 533 which could be individual cities having a .2 unhappiness on the average.
31 cities @ .2 unhappiness= 64.508 if I take it as 32254 divided by 64.508 I come up with 500 so yes unhappiness difference in each city accounts for the remaining crime difference.

i think this might be a bug, but i'm not sure how to prevent (ab)using it:
in a recent single player game i had lots of unhappiness by pollution.
i wasnt able to build gaia controller yet, so i built sensorium to reduce the unhappiness at least.
but what happened was that all my pollution disappeared, not just the pollution-based unhappiness.

How high was your pollution before sensorium?
Did it happen around the same time you completed it?
Were you building any pollution reducers?
Did you change government or adjust workday or workers?
Did anyone else build Gaia?
Any other relevant information?

I must say that is odd Math, I have built that wonder 20-30 times and I have yet to see that happen. hummm
I will say though I do beleive you can not connect in the forums is because of file mods. This too could be a result of that. I sure hope you do not play with these modified files in a PBEM game?

also, i think that the settings in the text files actually influence the other players in the game too.
i noticed that when using the all-german version, i received english-speaking messages from my opponents.
also, when i heard that my opponents got partly german messages.
so i dont think that the settings work only for the player who has them.
