    "American colonists discovered with great saddness that a Zulu settlement was established just a turn ago in the East Australia, near a location where a known American colony was supposed to be established. Its radius practicaly covers half the radius of the new founded American city of Melbourne. Their workers are exploiting a good next to Melbourne and two tiles away of their city.

    Although a map with the four locations of interest in east Australia was sent 2-3 turns ago, the Zulus seems to have accelerated their efforts to establish colonies in both east & west Australia without even consulting their friends the Americans to avoid overlapping each other.

    We had Zulu's word of honor that the Americans would be permitted to settle east Australia freely but they came a couple of turns ago to surprise us by announcing that they would settle both east and west Australia while the Americans had already spent much gold and efford to send settlers in east Australia and support them.

    Therefore the Americans shall look nothing but their interests and shall not do any favors to the Zulus from now on like constracting tile improvements for their cities in central Australia or gifting technologies...

      The words of the American leader have us concerned. Germany enjoys the highest level of co-operation with both the Zulus and the Americans. It is in our interest to ensure that these two countries maintain cordial relations.

      We offer our assistance to the Zulus and the Americans. Is there anything that the German nation can do to help solve this problem? Perhaps a visit to Berlin by both leaders would prove beneficial. We are more than willing to act as intermediaries between the Americans and the Zulus, so that this dispute can be settled without further damage to their relations with each other.

      My dear friend, and noble associate. My diplomat has noticed that you are frantically attempting to colonize the northern lands. We wished to allay the fears of our Japanese brothers that they have to 'race' with us to colonize the lands East of the Baikal. Rest assured, that although we did claim those lands as German, they are our gift to you. We may settle one more town East of Baikal, but that is all. You may take your time and plan out your settlements, Germany lays no claim to those lands, and as far as we are concerned, they are yours to colonize. So you can take your time and have no fear.

      On an entirely seperate matter, we wish to request that the Japanese allow us to build a base (city) on the Pacific ocean. It would be of great strategic importance to us. The location of this base is at your discretion. Note that this is a entirely seperate matter, the lands East of the Baikal are yours (except perhaps for one more city) regardless of whether you agree to let us build a base in that region. This is a request, not a demand, and should you choose to turn us down, no hard feelings will be harbored against you.

        Chairman Saddamoto has not expressed any worry's of a german city in the pacific. He only has asked to know where it will be and that it only be used for naval-stops/trade operations. No ground troops....Also a small payment of 100 gold may be asked for every 30 turns, we assure germany that as long as the gold is payed, the city settlement is theres..

        Chairman Saddamoto also praised the change in government in Germany. Saying "Marx and his idea's are well known and practiced in Japan itself".

        As for the American/Zulu dispute in australia. I hope that President Shaka will respect the american settlements. And that President Keygen will respect Zulu villages in the region. However, having stated this, Japan wishes to begin looking for a diplomatic solution to the crises. And will present both partys with a possible solution when he returns from his travels in 3 days.



        As for the Japanese Master-piece. A United Nations would not have the authority to declare war on anyone. However, it would do one of many things...

        1) Settle land disputes like the current one in australia

        2)Fiercly condemning aggressive nations, imposing trade embargos, and Trade restrictios (piracy) on any nation which wishes to obstruct peace.

        3)Keeping check on the Rising problem of pollution.

        we hope that Germany will come to its senses about the need for a UN. But Saddamoto stressed that the decision is 'Up to them' and that a UN will probably exist with, or without Germany...

          Out of turn.

          Read the americans own word: Permittet to settle....

          Remember, the zulu announced, they were heading for a great island ages ago. No reactions from the americans.

          Later we announced the first settlement in australia - we also laid out long roads towards east and north. And extended them further. And we exchanged our knowledge of the island with other nations, showing them the richness of the island.

          Then the americans showed interest for Australia (and Alaska, Hawaii and some other islands).

          It is true, the americans were permittet to settle in the east. But I have never accepted any form for a formal border. Eastern is not nessesarely everything right of a line drawn somewhere from north to south. Of course, we would never give the eastern part away for nothing.


          Even though all this, the americans are now permittet to settle whereever they like as long as they respect existing zulu cities.

          The map, the americans presented for me is their own proposal. No negotiations, I read it as a "Take it or leave it". I have not and will not accept such a proposal.

          Never-the-less, the zulu settler did stop - yes he did(!) - right at the end of the road, that was planned, started and finished before the first american settler arrived and before the americans presented their "proposal".

          As for the ITEP agreement, the zulus do not care even if the americans stops exchange/gift knowledge to us. We can do without them. Afterall they have had knowledge of an impotant tradeconcept for several years now, neither we nor the germans have been infomed of the details of the concept.

          Erlier I have even rejected exchanges with the japaneese, as the americans have told us, that knowledge comming from their scientists must NOT be exported without their specific accept.

          We will not any longer accept the american master/slave attitude.

          Now, Zululand consider itself on its own! We might seek alternative partners, but never again we will be tied on hands and feets.

            These rapid deterioration in relations between the Zulus and the Americans is extremely worrisome. Germany is monitoring this development very closely.

            Fellow members of ITEP please consider the consequences of the path you are treading. Through Australia you now share borders, and if relations worsen further you may be faced with the possibility of war. This has to be avoided!

            As the remaining member of ITEP this is matter of great concern. If all other members refuse to accept it, it automatically ceases to exist. This is huge blow to Germany's plans of sustaining a stable political climate worldwide. Germany also finds itself in an extremely delicate position and having to rethink its entire foreign policy based on such rapidly shifting political positions.

            The German republic is indebted to both the Zulus and the Americans. The Zulus stepped forward to assist the Germans in their time of need, and the Americans invested heavily in Germany to help strengthen its post war economy. Both nations have several hundred engineers working within the borders of the German empire and imparting valuable knowledge to their German counterparts. From our point of view, we cannot favour one more than the other without doing the other an injustice.

            We find ourselves in the unique position of sharing the largest armed border with one of the world's superpowers, and now we must contend with having the nullification of ITEP. Germany now finds itself in a rather vulnerable position.

            If these course of events continue, We shall shift to plan B. Which will be to nobody's liking, however that cannot be helped.

            We are pleased beyond words that you agree to allow us a base on the pacific ocean. However, the purpose of this city would be for no other reason than to project German military force into the pacific, and provide a permanent military presence in that region. As a result, we cannot have any restrictions on troops in that city.

            We find your request for a 30 year renewable lease acceptable as well. We will need to facilitate an exchange of maps before I may decide where to build the city. It should preferably be on the Asian mainland, and away from major Japanese cities, perhaps close to a Japanese military base as well? However, if it is unacceptable that the city be on the Asian mainland, we will accept a small Pacific Island as a base as well.

            As far as our refusal to join the UN, it is only tentative. We will review the matter further, and a final decision will be reached later. However, at the moment Germany must maintain a neutral stance in all affairs as the recent fall-out between the Zulus and the Americans may have far reaching consequences. Shifting power blocs and alliances may result as well. We will maintain a passive observatory approach until we can clearly determine the future of our relations with the two countries.

              Tho my first offer was very nice, I must ask, why would germany want to establish herself as a Pacific power?

              Regardless, there is a section of a japanese island that is unihabited and would be a nice spot for a german city..However in order for Saddamoto to allow large concentrations of German troops there. It would have to involve several pacts/agreements. One of which should be scientific. This way, Japan and Germany can secure each others own interests in terms of technology and military..

              Consider this offer a 'thank you' for allowing us to make our move into Siberia...


              The Zulu-American Conflict interests me also. both are close friends and allies....I refuse to take sides on this matter at this time.

                  Turn 112 to Saddamoto.

                  The Consil of HighPriests have discussed the matter of Zulu/americans different interests over certain areas of Australia.

                  The meeting ended with following statement:

                  HighPriest Shaka had acted beyond his authority.

                  The Counsil did approve the action taken, now Shaka had explained why things were as they were.

                  HighPriest Aegnor had been called back from his military training and was assigned a special mission. He had to gather all relevant information about this new kind of government, that was spreading quickly to other nations. A report should be ready asap and before next meeting in the Consil.

                  HighPriest Aegnor should also prepare himself to lead the Zulu nation in case, a change in government had to take place.

                  Information from Shaka stated, that almost all native zulu cities were full developed with Publishing Houses and Academies. More than half the cities would also have a university in very short time. Therefore with this enormous scientific elite, the Zulunation was prepared to take a giant step forward.

                  Aegnor told, that military techs had found a way to replace wodden ships with some of steel. The tech should be ready anytime now and the first unit within a reasonable time.

                    Japan regrets the Zulu would rather move farther away from Japanese then earlier. "It is sad that our Zulu brethren would want to follow a destructive path with the americans" . "But that is Shaka's choice". "Zulu knows how we feel about the ausstralian land dispute". Saddamoto added that he hoped Zulu would move away from her isolationist stance.

                    Saddamoto did however Praise Thor for his unique candor and generosity in dealing with japanese settling in Siberia. Also bi-lateral trade deals were discussed bye Japanese and German diplomats. These should reach thor's desk later today. As for the German island base, maps were exchanged this turn and an email will be dispatched to Thor on the location of the area Japan speaks of.

                      Regarding Australia

                      Firstly, it is ridicules to claim as yours, an island hundreds of miles away from Africa just because you sent a longship and a diplomat to explore it. It is like saying that North Atlantic is mine because I sailed it first!

                      Secondly 15 to 20 turns ago I had revealed to both Zulus and Germans on an ITEP session my interest on settling Australia.

                      Zulus informed us that they didn't need the whole Australia but the western part would be sufficient for them.

                      So we agreed that the Americans would settle the eastern part and the Zulus the western part including the central desert.

                      But they came two turns ago to announce that they will colonize the east part as well ignoring his words and our expenses and expectations.

                      We even offered to terraform the entire central area for them with our expenses and without having the obligation to do so.

                      But they built a city, covering part of the southeast Australia with its radius...


                      Regarding ITEP

                      I announced a turn ago that I would stop gifting any tech to the Zulus for their stance. It was not meant to the ITEP. Republic was a gift and not part of the ITEP agreement. Its low value wouldn't permit me to use it as an exchange. ITEP was a very fair and beneficial treaty for all of its members. We all earned the maximum and if it hadn't be made then possibly none of us would had entered Modern age yet.
                      If the Zulus believe that they do not need it then I cancel it!
                      As for withholding the knowledge of Corporation if that was what you meant the ITEP was specific. You give a technology to each and you receive a technology by each. I am still waiting for a technology by you for Chemistry…
                      Not to mention that you researched an already known technology although you could receive it by exchanging it and delaying the progress of the common technological effort for unspecified reasons yet.


                      The Americans were always fair to all nations beyond doubt.
                      History proves it! The open confrontation with the corrupted Creator because of his extreme aggressive stance against the Japanese and the Germans, the economical and technological aid to the Germans in time of need, the technological cooperation with the Zulus, the payment of the greatest part of the ransom for the return of the two conquered Japanese cities from the Assyrians back to the Japanese and the excellent relations with the Brazilians we enjoy all these decades.

                      I don't think that the Americans deserve comments like "American master/slave attitude" but I shouldn't expect something different from a double-crosser like the Zulu leader himself.

Your new government recognizes the importance of religion and the impact that it has to the people but we do understand that religion should lead the hearts of the people and not rule them.

                          Chairman Saddam,

                          Japan and American were never at war. What the High Priest of American speaks off, is the international effort that was made following the Assyrian defeat at the hands of Germany, to return Japanese cities to Japan.

                          If you browse through the ancient scrolls you will see, that the Assyrians had invaded Japan and conquered a portion of it. America and Germany applied great pressure on Assyria to abandon its military operations in Japan. As a result, Assyria became hostile towards my country and proceeded to massacre German explorers, enslave my subjects, and eventually establish a colony on German soil. After exhausting all diplomtic possibilities, and after waiting 3 years as promised, we were left with no option but to attack the Assyrian city. Once the war was over and the new Assyrian made peace, several countries paid large sums of money so that he would free the conquered Japanese cities. Although Germany was one of the countries that paid part of this sum, the largest portion by far, was contributed by the Americans.

                          As far as your question on why we would want to place a German base in the pacific, I believe the answer is simple. The German army does not just protect the German Empire, it also protects its interests. The Pacific ocean iand who controls it is of great importance to the us, in that it concerns our allies and their interests.

                          Why do our words trouble you? Isn't our plight obvious? We hold both you the Americans, and the Zulus close to our heart, and if we favour one over the other, and support one at the expense of the other it would not be correct.

                          I have given serious thought to this, and have come to the decision that I will support both of you in every endeavour, however, I shall maintain a completely neutral stance to issues that involve the two of you. I hope you see the reason behind this decision.

                              Saddamoto is saddened to hear that the idea of a UN has been flatly rejected ....

                              It is also of note that pollution is growing ever larger in this world! In several turns Japan may revert to a less pollutant form of government known as Facism. However Saddamoto realized that, In a communist world, this would probably mean utter isolation. Somthing he did not want...

                              So for now the Communist government is the order of the day. But a decison may be made in several turns about this issue. Seroius discussions are going on... and seroius campaigning for the election in several seasons...

                                " A Zulu settler is about to establish a new city in North Australia. I hope they will respect, as they publicly announced earlier, our already founded city of Cairns nearby and shall not exploit those tiles that are within Cairns radius!

                                I also ask for the immediate removal of your city of AusUlundi one tile back. We may share the river after. That city already enjoys two goods and there is no need to exploit a third one that is next to our city and two tiles away from yours. This way both cities will have more tiles to be exploited and we will both get benefit.
