Yes, that's a key element (have we forgotten one of the reasons we went to war in the first place?).

Ok, I don't think this stuff makes any difference, but just in case, I did all the other orders first, having Beckham wait (W) until I was done - forted Axe and Cantona, did workers, city tile reallocation, research to 100%, and scout movement

I have most of the land recreated. I have th cities down, and out units where they should be buit I haven't managed to get the production values done yet. What I'm more likely to do is just reset it all when we research maths, so that the values for the production are right.
Commerce will have to be counted instead of beakers, which means estimates for techs will be off, but there is nothing I can do about this because we can never take into account when other civs will research the techs.
