Well, as for if we are sitting on our thumbs or being productive, Team Sarantium has taken this time to do some productive discussions & polls. We haven't been idle, even though we wait.
I'm still of the opinion that we should wait. As it is, we did kind of get into this demogame a bit faster than some of the other ones.
But we will also get the best out of the game, once we have finally started.
And, I think that we will be happy that we had waited for the patch.

I haven't played a couple of months. In fact, not a single game with 1.52. No time and shift of interest. I wasn't aware, that the game is in such a sorry state, that a whole democracy game can't start until a patch comes out. Or is it an issue of savegame-compatibility? That would be pretty unprofessional and disappoint me.
I think a save made with 1.52 should be possible to play with the new patch. It was possible with the old one --> 1.52 at least.

Not being backward compatible means, that you can't play a savegame made with the new patch on an old, unpatched system. It does not mean, that you can't play a savegame of an older version with a patched system (this means it's forward compatible).
Which would be fine with me. Who does not apply the latest patch, can't be the turnplayer, big deal. Everybody should patch his game anyway.
No, but to my knowledge every patch since PtW has been forward compatible. IIRC there was only one patch in plain Civ3, which was not. Or at least it was announced not to be, but on a test it worked anyway. Perhaps there were circumstances where it would not.
Releasing software versions, which can not handle and convert data from previous releases, is highly unprofessional and generally frowned upon. It is good tradition, and it would disappoint me very much if this tradition would be violated in Civ4. Just have a look at Windows - for forward compatibility's sake many of the old (and ugly!) DOS habits from the 80's were dragged into the new century and finally dealt with only in systems like 2000 and XP (and even there not completely).
