How about this...
If we get a communication like this then we have a thread in which everyone can voice their opinions. At that point Rob and or Geo (or whoever plays lots of turns) decide what they want to do based on the opinions gathered and their own. At this point they either...
1) Go ahead and do it.
2) Have a poll to see if their action gets majority approval.
...and for me it doesn't matter which, 1 or 2.

At this point we are reluctant to allow your scout to pass our borders. As much as we would like to maintain strong diplomatic relations with your team; we feel that allowing you to gain inteligence regarding the map may prove to be disadvantageous to us at a later time.
We can understand your concerns regarding making an alliance so early. But we feel the earlier such a decision is made the greater the advantage – tech duplication with a future ally is something we are adamant to avoid; and increasing the chance of grabbing all the best wonders within the alliance, the early ones are the best one.
We are a little concerned unless this island starts to coordinate early, it would be extremely difficult to keep up with 2 financial civs working together and thus having a head start on all wonders.
Yes there is an element of risk, but if we don’t progress this soon, we are relying on the other island not working together early, which makes us a little nervous.

As anticipated.
An island eh? Do you believe that?
Here's the response that I wrote in the other thread. Should we use it? Adjust it?
The possibility that they will refuse this should be considered.
Another possibility is that we agree to their absurd terms for an alliance...that just doesn't sit well.
Here it is...
We thank you for your response. It is unfortunate that we could not found our relationship upon co-operation. So unfortunate that we thought it worth giving it another go. There are other ways that we can explore beyond your civ, such as a work boat or naval vessel. In fact this option is close to fruition. If we must do this however it does away with this opportunity to establish an early friendship between our civs which could grow into trade, mutual defense, as well as further world exploration now only in its earliest stage. For instance we could share a good bit of intel developed by our scouts that you have only not to help, but merely to permit passage. Truly, we give nothing at this time, but you lose nothing and there is so much potential that we thought it worth another chance to mutually benefit.

I like your responce Lancer.
He can certainly see our scout. He should have a visual range of approx 2 squares further than his cultural radius, more if there are hills or mountains, less if said elevations hide things behind them.........Let your every day be full of joy, love the child that holds your hand, let your wife delight in your embrace, for these alone are the concerns of humanity.
