I think its quite leagal message. I'll make the same announcement : including scouts and units fortified next to my borders without reason.
I'm sailing around and have gone through foreign territory. I can't attack so therefore I'm no treat. I usually ask permission, but I might have forgotten about it in this game.
It does bother me as well when someone goes through my land for exploration, but I want to explore as well, so I'm a little more tolerant to that. In such a case exploration is acceptable with a non attacking unit.

Atleast i dont consider explorative sailing (espesially with curraghs) any threat, youre quite free to pass my waters if you encounter any
(until you have Invention, that is )
Normal scouting along my borders is also OK, just fortifying unit(s) in one position on my border for no obivious reason makes me suspicious
Flandrien, you didn't consult me on your entry to Viking land. I can understand you want to cross at that point to get past me, but as I mentioned in my first prosting on the matter, I consider it an act of war to move troops into my territory, without asking.
